A federal appeals court late Thursday paused a ruling that required President Donald Trump to return control of members of California’s National Guard to the state.

Judge Charles Breyer ordered the administration to return control of the National Guard to the California governor, but an appeals court stayed the extraordinary decision Thursday night.

California officials argue that President Trump exceeded his authority by federalizing the National Guard without the consent of Gov. Gavin Newsom and by deploying Marines on American soil.
